GENERAL PURPOSE

Under the supervision of the Community Services Sergeant, the Community Services Officer (CSO) I & II is a non-sworn public safety position responsible for the enforcement of city ordinances and animal control regulations, supporting community outreach initiatives, and assisting with non-emergency law enforcement duties. This role provides general public assistance, performs technical and labor-intensive animal services work, and engages with the public to maintain health, safety, welfare, and quality of life in the community.

The Level I role is entry-level, focusing on routine patrols, ordinance enforcement, and support functions, while the Level II position involves advanced duties, specialized investigations, and mentorship of lower-level officers.

ESSENTIAL FUNCTIONS

• Enforces local and state ordinances related to parking, zoning, nuisance violations, and animal control; issue citations or warnings as needed.
• Conducts routine and targeted patrols to identify and respond to ordinance and animal control violations.
• Responds to and investigates reports of lost, stray, dangerous, sick, injured, or deceased animals.
• Handles animals safely using specialized tools (e.g., catch poles, tranquilizer equipment) and transports them to shelters and/or medical facilities.
• Investigates complaints of animal cruelty, neglect, and attacks; collects evidence and provides testimony in court.
• Performs humane euthanasia, when necessary, to prevent suffering or to protect public safety.
• Assists with property and evidence handling and maintains accurate reports and case documentation.
• Supports owners of lost pets and educates the public on animal care, city ordinances, and community safety.
• Participates in community outreach programs and educational events.
• Assists with traffic direction, crowd management, and public safety during events, emergencies, or road hazards.
• Monitors recurring code violations and collaborates with City departments or legal counsel on enforcement strategies.
• Acts as a liaison to other government agencies regarding zoning, health violations, and animal-related matters.
• Performs cleaning/feeding and basic care of animals in custody.
• Works weekends, nights, and holidays as scheduled.
• May be subject to 24-hour "on-call" status
• Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education:

• High School Diploma or equivalent required.

Experience:

CSO I:

• No prior experience required.

CSO II:

• Five (5) years of experience in community services, animal services, law enforcement support, or equivalent.
• OR Demonstrated proficiency as a CSO I or Animal Services Officer I with ability to perform advanced duties.

Additional Requirements:

• Must be at least 21 yrs old.
• Must possess a valid Utah Driver's License.
• Must be able to pass a pre-employment drug test, background check, and driving record check
• Must obtain and maintain BCI clearance.
• Must have no felony or domestic violence convictions or crimes of similar moral turpitude.

Preferred Qualifications & Certifications:

• For CSO I: Two (2) years of related professional work, particularly in public safety, animal services, code enforcement, or customer service.
• Animal control or code enforcement training (NACA, UACOA, etc.).
• Active membership in national or state animal services associations.
• Ability to speak and understand Spanish.

KNOWLEDGE, SKILLS & ABILITIES

CSO I (Foundational):

• Basic knowledge of local and state codes, parking laws, and animal ordinances.
• Ability to safely handle animals and enforce regulations with tact and professionalism.
• Basic understanding of legal and administrative procedures.
• Ability to communicate effectively, both orally and in writing.
• Basic Microsoft Office skills and ability to learn job-specific software.
• Physical ability to lift 50 pounds, restrain animals, and perform physically demanding tasks.

CSO II (Advanced):

• Strong understanding of enforcement protocols, public safety strategies, and investigative methods.
• Proficiency in preparing reports, legal documents, and evidence for court proceedings.
• Ability to lead others, manage cases, and coordinate enforcement activities.
• Intermediate to advanced computer and case management software proficiency.
• Ability to act with discretion, sound judgment, and professional maturity in complex or sensitive situations.

WORK ENVIRONMENT & PHYSICAL DEMANDS

• Frequent exposure to aggressive animals, hazardous environments, and emotionally challenging situations.
• Walking, standing, sitting, lifting, bending, and operating vehicles and/or equipment are required.
• Subject to all-weather conditions, noise, odors, and physical risks associated with animal handling.
• Must be able to work under pressure, handle stressful interactions, and maintain emotional resilience.
• Regular vehicle travel required.
• Common eye, hand, and finger dexterity is required to perform essential functions.

DISCLOSURE OF INFORMATION

In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be on location, during hours, and performing work significantly different from the employee's normal work assignments and may continue through the recovery phase of the emergency.

Confidential and proprietary information shall mean information not generally known to the public.

As this position exists under the public safety department of Herriman City, the applicant understands that all employees of a public safety department are subject to random drug and alcohol screening and may be selected at any time for random screening.
