Job Description

Under supervision of the Program Administration, the Program Director ensures quality care and oversees the functions of the 200 bed MICA population shelter according to DHS regulatory and accreditation requirements. This individual is responsible for the oversight and implementation of care and resources for the purpose of meeting the physical, emotional and social needs of clients. The Program Director provides supervision to the intake services and works with the Director of Client/Social Services to develop, implement, track, report, and evaluate measurable outcomes. KEY ESSENTIAL FUNCTIONS:

  1. Responsible for overseeing all aspects of the site's operation - service delivery, compliance to contracts, target (case management, employment, housing placements, medical and chart compliance, recreational activities, security, maintenance, food service if applicable, etc.)
  2. Provide leadership, guidance, direction, and supervision to all staff to ensure accurate and timely completion of deliverables, targets and benchmark.
  3. Interview, hire, supervise, and set up training to program personnel to reach program goals.
  4. Conduct performance evaluations, disciplinary actions, resignations, and terminations.
  5. Monitor and maintain the fiscal condition of the program.
  6. Develop program content to address clients' needs related to ADL, Time Management, Critical Thinking, shelter rules and regulations.
  7. Ensure and maintain all regulatory agency (i.e. Dept. of Health, OTDA, DHS, Coalition for the Homeless) standards are in compliance (related to food and emergency supplies, linen, personal belongings, client mail, laundry, personal care items, etc.)
  8. Understand all aspects of contract requirements and communicate this understanding to staff.
  9. Responsible for the overall administration of the site, food service, procurement of equipment and supplies for program and staff.
  10. Plan and interpret all policies and procedures for staff; ensure implementation of all policies and procedures.
  11. Plan and organize program activities to maximize program contact's goals and performance targets as outlined.
  12. Plan, coordinate and facilitate social/peer support and ADL events.
  13. Communicate with peers at other Acacia Network Shelters on issues related to client progress and best practices.
  14. Facilitate interdepartmental communication and conduct regular staff/departmental meetings.
  15. Set realistic weekly and monthly performance goals in accordance with contract requirement with reporting staff.
  16. Ensure accurate and timely reporting and statistical information for both Acacia Network management and regulatory agencies.
  17. Review the analysis of program and demographic client data to make programming improvements.
  18. Contact Food vendors and/or sub-contractors to ensure appropriate service deliveries and quality.
  19. Connect with community to build connections, gain support and troubleshoot issues/concerns.
  20. Conduct periodic internal file review and implement Quality Assurance measures as needed to ensure quality service delivery to clients (i.e. - address and investigate client complaints).
  21. Organize onsite and offsite training opportunities for professional development of staff.
  22. Develop and implement crisis prevention and/or intervention strategies to ensure a safe and secure environment.
  23. Troubleshoot client and direct reporting staff programs, and make decisions in accordance with program policies, procedures, and protocols.
  24. Provide assistance and follow-up in regards to critical incidents with clients.
  25. Conduct and document one-on-one supervision of direct reporting staff to assess and improve work performance (i.e. identify training needs, professional development, etc.).
  26. Serve as the Incident Commander for the entire facility.
  27. Report all incidents that may subject Acacia Network to liability to the Program Director.
  28. Review and sign all time sheets.
  29. Tasks may be modified, expanded and/or assigned over time.

REQUIREMENTS:

  1. Bachelor Degree in Social Work or related field, required.
  2. Master Degree in Social Work, preferred.
  3. Valid New York State LMSW, LCSW, or LMHC preferred.
  4. Seven (7+) years of experience with homeless population or special needs population (mental illness, substance abuse, HIV, etc.)
  5. Five (5+) years must be in a managerial position.
  6. Experience working with individuals and/or families facing homelessness.
  7. Experience in staff training and development.
  8. An understanding of funding and industry regulations and a track record of meeting compliance standards.
  9. Strong leadership, excellent organizational and communication skills.
  10. Ability to work on a strong team of professionals in a culturally diverse environment.
  11. Ability to multitask and to work and function under pressure.
