I. INTRODUCTION The California Alliance of Family Owned Businesses (CAFOB) is seeking proposals from qualified individuals or firms to provide local lobbying in San Francisco County. The selected firm(s) will support CAFOB’s efforts to build and maintain relationships with key decision-makers, monitor legislative and regulatory developments, and advocate on issues that impact family-owned businesses.
II. ABOUT CAFOB CAFOB is a coalition of family-owned franchisees and independent business operators dedicated to preserving the ability of California families to own, operate, and grow their businesses. With deep roots in communities across the state, CAFOB engages in advocacy at the local and state levels to defend against regulatory overreach and promote policies that support job creation, upward mobility, and entrepreneurship.
III. SCOPE OF WORK Proposers are invited to respond for work in all cities within San Francisco County.
Core Responsibilities
Serve as CAFOB’s registered lobbyist in San Francisco County.
Develop and execute a strategy to build relationships with key city officials, including councilmembers, staff, agency directors, and relevant commissions.
Develop and implement a strategic plan to strengthen relationships with CAFOB Contributors through restaurant tours, fundraisers, and events.
Provide real-time intelligence on legislative, regulatory, and political developments.
Assist in identifying and engaging local allies, including business organizations, trade groups, and neighborhood leaders.
Support CAFOB in engaging with local ordinances, ballot measures, and labor-backed initiatives – actively opposing measures that may negatively impact the restaurant and hospitality sectors, while advocating for policies that promote success and growth.
Represent CAFOB in hearings, meetings, and stakeholder convenings as needed.
Collaborate with other CAFOB consultants and contractors on advocacy-related matters.
IV. DELIVERABLES
Weekly (or as otherwise needed) written reports summarizing activity, developments, and next steps.
Ongoing political analysis and strategic guidance.
Relationship maps for each jurisdiction with prioritized targets.
Recommendations for candidate expenditures, coalition opportunities, or media engagement as appropriate.
V. QUALIFICATIONS
Demonstrated experience representing business or trade association interests before city governments.
Strong relationships with elected officials and staff in San Francisco County.
Familiarity with labor policy, business regulation, land use, and local ballot measure processes.
Ability to operate independently and coordinate with CAFOB's broader advocacy and communications team.
VI. PROPOSAL CONTENTS
Each proposal should include:
Firm or Consultant Overview
Background, areas of expertise, and years of experience.
Key Personnel
Bios and roles of those who would work on the account.
Description of similar clients and issues handled.
Approach and Strategy
Outline of how you would approach CAFOB’s goals in San Francisco County.
Fee Structure
Monthly retainer and any billable expenses.
References
At least two references from current or former clients.
VII. CONTRACT TERM Initial contract term of six months, with an option to renew based on performance and organizational needs.
VIII. SELECTION CRITERIA Proposals will be evaluated based on:
Demonstrated experience and local knowledge
Strength of relationships in target cities
Strategic approach
Alignment with CAFOB’s mission and values
