Overview Located at the George Washington University Milken Institute School of Public Health in the Department of Health Policy and Management (HPM), the Public Health Law and Policy Analyst will conduct legal and policy research and analysis and manage the public health deans and scholar amicus brief and public comment project. Since 2011, HPM faculty and staff have led this initiative, which enables the public health and health policy community to speak directly to the courts through amicus briefs in targeted cases and to administrative agencies through public comment letters on matters of national policy significance. Our interdisciplinary team includes faculty, research staff, lawyers, and undergraduate, graduate, law, and medical students. Our amicus briefs and comment letters are routinely joined by public health and related research and professional organizations and as many as 500 individual amici. We also prepare blog posts, issue briefs, and other materials that translate critical legislative, regulatory, and judicial developments affecting public health law and policy into clear written analyses accessible to a broad public readership. We focus on issues at the intersection of health coverage and care, population health, and civil rights, with an emphasis on health equity for historically marginalized populations. Our briefs and public comment letters center and seek to advance the autonomy and agency of people who are subject to structural inequities based on race, sex, disability, and other protected characteristics. The core responsibilities of this position include: Conduct legal and policy research and analysis including pending and existing statutes, regulations, and sub-regulatory guidance; legal pleadings, judicial opinions and orders; and academic and grey literature. Regularly track and analyze relevant case dockets, pending legislation, regulatory notices, and Section 1115 demonstrations. Provide overall project management, including updating weekly team meeting agendas and monthly project lists and contributing to grant reporting. Serve as primary point of contact for and manage email communications with individual amici. Maintain accurate updated project database. Prepare amici sign on lists for briefs and public comment letters. Draft case updates for individual amici and case summaries for project website. Contribute to blogs, issue briefs, and other written materials. Performs other duties as assigned. Minimum Qualifications Qualified candidates will hold a Bachelor's degree in an appropriate area of specialization plus 2 years of relevant professional experience. Degree must be conferred by the start date of the position. Excellent legal and policy research, analysis, and writing skills. Strong attention to detail. Ability to work both independently and as part of a team. Strong organizational skills with ability to handle multiple projects simultaneously and meet deadlines. Demonstrated interest in and commitment to public health law and social justice issues.
